Ethical Oversight. Behavioral Insight. Analytical Foresight.®

governance is grounded in policy. Behavioral science is what elevates good governance beyond the rules.

Eunomia is a behavioral risk, compliance, and AI governance advisory firm. Our methodology applies behavioral science, not as a lens but as an active intervention, to build governance infrastructure tailored to how your organization operates.

Governance frameworks that function when business pressure, cultural context, and human behavior collide.

Tiffany A. Archer, Esq.

FOUNDER & PRESIDENT

Tiffany Archer spent six years building algorithmic decision systems in quantitative finance before moving to Big Law, where she defended corporations in SEC and DOJ enforcement matters. She then served as Chief Compliance Officer for multinational corporations across Africa, Europe, the Americas, and the Middle East, including during a federal FCPA monitorship.

That sequence is uncommon. Most advisors have built systems or governed them or studied how people behave inside them. Tiffany has done all three, which is what Eunomia's methodology reflects.

She completed executive education in behavioral economics at Harvard Business School and serves as an Adjunct Lecturer at Brown University, NYU, and Fordham Law School. Tiffany is Co-Chair of the NYC Bar Association's AI Task Force Behavioral Science subcommittee and a member of The Wall Street Journal Board of Directors Council.

The firm takes its name from Eunomia, the Greek goddess of law and order, a reminder that governance has always been about human behavior first, and rules second. Her POWER Scan™ framework is the proprietary diagnostic that underpins Eunomia's client engagements

Rules tell people what to do. Behavioral science explains what they do and why.

Understanding that gap is how Eunomia's assessments find risk at the level where decisions are made and accountability diffuses. It is also where the most durable governance interventions begin, and where the POWER Scan™, Eunomia's proprietary behavioral diagnostic, does its work.

What we do

Three practice areas. One methodology.

behavioral ai governance

Eunomia works with organizations to build the oversight structures, accountability frameworks, and behavioral safeguards that determine whether AI operates within acceptable risk boundaries. Clients include corporate boards, executive leadership teams, and wealth management firms.

    • AI governance framework design

    • POWER Scan™ behavioral diagnostic

    • Fiduciary and behavioral risk

    • Policy and oversight development

    • Board and executive advisory

Culture & Risk Assessment

The gap between stated culture and lived conduct is where behavioral risk lives. Eunomia assesses it and builds targeted interventions to close it. It is the kind of risk that shows up in enforcement actions, board inquiries, and workforce incidents, rarely where the policy failed, always where behavior did. And if material, may require disclosure.

    • Culture diagnostics

    • Tone and values alignment

    • Behavioral gap analysis

    • Behavioral risk ident

    • Targeted remediation

Governance Training Programs

Governance fails when the people responsible for it don't share a common understanding of what it requires. Eunomia designs training programs for boards, executives, and leadership teams built around specific audiences, current regulatory context, and the behavioral dimensions most generic training ignores.

    • AI governance education

    • Board governance training

    • Anti-bribery & anti-corruption

    • Communications as a governance function

    • Behavioral risk for decision-makers

Programs are developed for specific audiences and regulatory contexts. Reach out to discuss your organization's needs.

Engagements also include regulatory advisory, fractional compliance leadership, and policy development.

Work with Eunomia

The conversation usually starts with a question you haven't been able to answer internally

Bring it to us. Eunomia works with a select number of clients at a time to ensure the depth each engagement requires.

Architecting With PurposE

The frameworks exist. The cultures, incentive structures, and institutional behaviors that make them function do not always follow. Drawing on insights from senior practitioners across Africa, Eunomia Global's white paper examines that gap, applying behavioral governance analysis and Eunomia's POWER Scan™ diagnostic.
